Trump nominates investor with no science background to lead National Science Foundation

President Donald Trump plans to nominate biotech investor Jim O’Neill to lead the National Science Foundation, a White House spokesperson confirmed.

The NSF, one of the largest funders of basic research in the United States, has been without a permanent leader since last April. Former Director Sethuraman Panchanathan resigned abruptly after the Trump administration eliminated hundreds of the agency's research grants and proposed deep budget cuts.

If confirmed by the Senate, O’Neill would become the first person without a background in science or engineering to lead the foundation. He previously held administrative positions at the Department of Health and Human Services (HHS) and recently stepped down as the acting head of the Centers for Disease Control and Prevention (CDC).

The agency currently faces significant operational hurdles, having lost approximately 30% of its workforce since Trump took office. The NSF was also forced to vacate its headquarters in December.

Last year, the administration proposed slashing the agency’s budget by 57%, a move that was ultimately rejected by Congress.

The nomination of Jim O’Neill to lead the National Science Foundation (NSF) marks a definitive pivot in the Trump administration’s approach to the role of fundamental science. For the first time in the agency's history, the NSF may be headed by a venture capitalist rather than a scientist, signaling a strategic shift in federal priorities from long-term foundational research toward projects with immediate commercial application and market viability.

O’Neill’s background, particularly his close ties to billionaire investor Peter Thiel and his role in co-founding the Thiel Fellowship, reinforces this new direction. The fellowship’s controversial ethos—encouraging students to bypass higher education to launch startups—stands in direct opposition to the NSF’s traditional mandate of nurturing scientific talent through the academic system.

The scientific and technological communities, including Silicon Valley firms that rely on the breakthroughs generated by NSF-funded research, have expressed growing concern. Appointing an industry outsider at a time when the agency is already grappling with significant staffing and budgetary constraints could potentially destabilize the U.S. innovation ecosystem. Such a shift threatens to reshape the nation’s technological future, diverting capital away from high-risk, transformative discovery in favor of short-term commercial outcomes.
